NDM4722 Carl Sargeant (Alyn and Deeside) That the National Assembly for Wales, in accordance with Standing Order 29.6, agrees that, in addition to the provisions referred to in motion NNDM4642, those further provisions which have been brought forward in the Localism Bill relating to the general and charging powers for fire and rescue authorities in Wales and the community right to buy, in so far as they fall within the legislative competence of the National Assembly for Wales, should be considered by the UK Parliament. A Legislative Consent Memorandum has been laid in Table Office on 23 May 2011 in accordance with Standing Order 29.2(iii). 5 Supplementary Legislative Consent Motion: Education Bill (15 mins) (Pages 6 - 8)
NNDM4731 Leighton Andrews (Rhondda) To propose that the National Assembly for Wales, in accordance with Standing Order 29.6, agrees that, in addition to the provisions referred to in motion NNDM4660, those further provisions which have been brought forward in the Education Bill relating to charges for boarding and lodging at boarding Academies, in so far as they fall within the legislative competence of the National Assembly for Wales, should be considered by the UK Parliament. A Legislative Consent Memorandum has been laid in Table Office on 7 June 2011 in accordance with Standing Order 29.2(iii). 6 Debate on the Bevan Commission (60 mins)

(Vale of Glamorgan) To propose that the National Assembly for Wales: 1. welcomes the Bevan Commission report "2008 – 2011 NHS Wales: Forging a better future" and 2. notes the case it makes to: a) recognise the tough challenges that are facing the NHS in the future; b) support service changes essential to secure the future of the NHS; c) back clinically led action to improve safety and quality of care of patients; and d) create a genuine partnership with the
public to ensure the founding ethos of the NHS in Wales is
maintained in the future.
The following amendments have been tabled: Amendment 1 - Nick Ramsay (Monmouthshire)
In point 1 delete “Welcomes” and replace with
“Notes”. Amendment 2 - Nick Ramsay (Monmouthshire) Add as new point at end of motion:
Regrets the Welsh Government’s proposals to reduce NHS
budgets over the next 3 years. Amendment 3 - Peter Black (South Wales West) Add as new point at end of motion
Calls on the government to publish a detailed plan, with
measureable targets, for making sure the health service can meet
the challenges identified in the report. Amendment 4 - Jocelyn Davies (South Wales East) Add as new points at end of motion: Calls on the Welsh government to publish a detailed and comprehensive response to the report, demonstrating its commitment to a sustainable NHS, including: a) improving patient outcomes; b) preventing erosion of services; c) tackling health inequalities; d) maximising health benefits from other policy areas; and Calls on the Welsh Government to prevent the centralisation of NHS services and confirm its commitment to maintaining District General Hospitals which are essential for the provision of local health services.
